The Village of Johnson City is in the process of creating a more energy efficient and sustainable environment through efforts in New York State’s Climate Smart Communities and Clean Energy Communities Programs. Johnson City joined the Climate Smart Communities program in May of 2023 and the Clean Energy Communities program in July of 2017. Efforts in both programs are led in coordination by the Community Development Administrator, the CSC Task Force, and other Village staff.  

In 2014, New York State announced the launch of the Climate Smart Community Certification Program. The goal of the program is to encourage and aid local governments in completing actions that will further reduce impacts of climate change. The program is sponsored by the following State agencies:

  • Department of Environmental Conservation (DEC)
  • Energy Research and Development Authority (NYSERDA)
  • Department of Public Service (DPS)
  • Department of State (DOS)
  • Department of Transportation (DOT)
  • Department of Health (DOH)
  • Division of Homes and Community Renewal (HCR)
  • Power Authority (NYPA)

On April 18, 2023, the Village of Johnson City passed a resolution to join the Climate Smart Communities Program by adopting the Climate Smart Communities Pledge. The Pledge comprises the following ten elements:

  1. Build a climate-smart community. 
  2. Inventory emissions, set goals, and plan for climate action. 
  3. Decrease energy use. 
  4. Shift to clean, renewable energy. 
  5. Use climate-smart materials management. 
  6. Implement climate-smart land use. 
  7. Enhance community resilience to climate change. 
  8. Support a green innovation economy. 
  9. Inform and inspire the public. 
  10. Engage in an evolving process of climate action.

 

The Climate Smart Communities Task Force meets a minimum of twice per year to develop a plan and target goals for the coming year. The current Task Force members are listed below:

    • Amelia LoDolce – Executive Director, VINES: Volunteers Improving Neighborhood Environments

Launched in 2016 by New York State Energy Research and Development Authority (NYSERDA), the Clean Energy Communities (CEC) Program provides grants, technical support, and recognition to local governments who demonstrate completion of high-impact actions that save energy and improve the environment.
