Refuse

Garbage, recycling & yard waste cannot be put out to the curb earlier than 24 hours prior to regular pick-up. All refuse must be out to the curb by 6:00AM on pick-up days.

Failure to follow the rules below will result in a violation tag being placed on your garbage receptacle, recycling bin and/or loose garbage. If the violation is not remedied within 24 hours, the Department of Public Works will return to pick up the tagged item/s and you will be charged a minimum fee of $105.

GARBAGE & RECYCLING

• Limit is 6 items of garbage per dwelling unit. This consists of any combination of items, such as cans, bundles, sofas, mattresses, etc. Garbage in tied bags is not acceptable. Garbage must be in garbage cans with removable lids.
• Garbage cans cannot be larger than 32 gallons.
• Weight limit per item is 50 pounds.
• Maximum length of any item is 6 feet.
• Appliances are to be set out on your regular garbage day. These items are picked up in a separate vehicle.
• Paint cans must be open and completely dried out. (Kitty litter can speed up drying process if any paint is in the can)
• In order to minimize the potential for liquids being deposited onto the Village streets, it is suggested that residents drain all garbage prior to collection. This practice will help eliminate excess liquid build-up within the refuse trucks.
• Every occupant of a dwelling unit SHALL dispose of all garbage in a clean and sanitary manner by placing it in containers with covers. Lost or damaged covers are the owner’s responsibility – not the Village’s. 
• Reminder – recycling is mandatory.
• Plastic Bags are not recyclable. Cardboard must be broken down to 36” x 36” and tied or placed in paper bags.
• Electronic equipment can no longer be collected at the curb. Please call 797-3031 for drop off locations.

YARD WASTE

COLLECTED MONDAYS VILLAGE WIDE (unless affected by a holiday)

• Limit is 9 items of yard waste per building lot.
• Leaves and grass clippings must be placed in covered cans or untied bags weighing no more than 50 pounds. Cans are preferred. Grass tends to stick inside the bags and the bags end up being windblown throughout the Village.
• All brush must be securely bundled, no longer than 6 feet, easily handled by one person and no limbs larger than 3 inches in diameter.
• Garbage cannot be mixed with yard waste.

CONSTRUCTION & DEMOLITION MATERIAL (C & D)

• This service is for residents only; all contractors that are hired must remove/dispose of construction debris.
• C & D is picked up the same day as your garbage.
• The limit is three 3 cans or bundles per building lot. This limit of 3 is included in the 6 items of garbage.
• The weight limit for each item is 50 pounds.

Effective January 1, 2012, the Village of Johnson City Refuse Dept. can no longer collect electronic equipment at the curb. The following is information regarding the mandatory recycling of these items.

NYS ELECTRONIC EQUIPMENT RECYCLING & REUSE ACT

The NYS Electronic Equipment Recycling and Reuse Act was signed into law on May 28, 2010. The law will ensure that every New Yorker will have the opportunity to recycle their electronic waste in an environmentally responsible manner. The law requires a convenient system for collection, handling, and recycling or reuse of electronic waste beginning April 1, 2011.

Residential and Small Quantity Generators will be eligible to recycle the following covered electronic equipment (CEE) at no charge:

• Computers
• Televisions
• Small scale servers
• Monitors
• Keyboards and mice
• Fax machines
• Scanners
• Printers
• VCRs
• DVRs
• Portable digital music players
• DVD players
• Digital converter boxes
• Cable or satellite receivers
• Electronic or video game consoles

Under a separate act, the New York State Wireless Recycling Act, which became effective January 2, 2007, mandates that all wireless telephone service providers must accept cell phones for reuse or recycling. The eWASTE Alliance Partnership will also accept cell phones at no charge *See eWASTE.com for a list of participating locations.

The new law will eventually prohibit the disposal of electronic waste in the state by all consumers; beginning January 1, 2012 for business and municipalities, and January 1, 2015 for individuals and households.

Transport of Hazardous Waste

• Bring wastes in original or hand-labeled containers with caps and lids fully tightened. Never mix hazardous wastes together.
• Place wastes in sturdy boxes and place newspaper or cardboard between containers. Wrap leaking containers in newspaper and place in a plastic bag.
• Transport wastes as far from passengers as possible. Keep your vehicle well ventilated. Secure the load to prevent shifting during transport.
• Do not eat, drink or smoke while packing, transporting or dropping off hazardous waste.
• At the facility, remain in your car. Trained personnel will unload your vehicle.

• Oil paints, solvents, stains, polishes and varnishes
• Driveway sealers
• Pool and photography chemicals
• Gasoline and kerosene
• Propane Tanks

• Up to 3 TV’s &smp; 3 monitors per resident

Materials NOT Accepted

• Radioactive materials, smoke detectors
• Medical or infectious waste
• Explosives and shock sensitive materials (picric acid)
• Counter top appliances, telephones, answering machines and vacuums

Collection Hours are: 7:30am – 11:30am.

Yardwaste will be discontinued for the winter months. The exact date to stop picking has not been established. It will be based on weather conditions. Generally, yardwaste collection stops the first or second week of December.

Residents are reminder of the following rules regarding yardwaste.
