The Street Department consists of eight (8) full time employees, which includes two (2) Heavy Equipment Operators and six (6) Laborer/Operators, a Foreman who is also the Sewer Foreman and a Deputy Superintendent of Public Works who also oversees the Parks, Refuse, Sewer and Mechanics.   There is one Account Clerk that is responsible for payroll, personnel, time-off, billings/invoices and customer service for Streets, Sewer, Mechanics, Parks and Refuse.  The Department is supplemented during the period of May through September with three (3) to four (4) temporary – part time employees. The street department is responsible for the maintenance of 49.55 centerline miles of streets and five municipal parking lots.

CHANGES TO ALTERNATE STREET PARKING REGULATIONS

Alternate Street Parking will now be in effect from December 1st through April 1st; therefore alternate street parking does not take effect this November 1st as it has in the past.

Under the new provisions, parking is permitted on the even side of the street on even calendar days until 4:59 p.m. The even side of the street shall be that side of the street having even residence house numbers. Parking is permitted on the odd side of the street on odd calendar days. The odd side of the street shall be that side of the street having odd residence house numbers.

Parking shall be permitted from 5:00 p.m. daily and shall be in effect until 4:59 p.m. the following day.

After 5:00 p.m., on even days, drivers should park on the odd side of the street.  After 5:00 p.m. on odd days, drivers should park on the even side of the street.

From the first day of December through the fifth day of December, inclusive, in each year, persons who violate this article 264-33 shall be given written warning tickets only and shall not be liable for any penalty or punishment.

Also under the new provisions, Village streets designated as ‘Red-Line Streets’ will now also be designated ‘Snow Emergency Routes’.  Parking will be prohibited on these streets following a two inch or more snowfall until the street plowing operations have ceased.  A complete list of said streets are listed in the Village Code; § 264-100.

Overnight parking in metered zones is prohibited from December 1st through April 1st, from the hours of 12:01 a.m. to 6:00 a.m.

PERMITS REQUIRED FOR WORK IN THE VILLAGE RIGHT-OF-WAY

Please take notice that in accordance with Village Code §240-31. Permit Required – It shall be unlawful for any person to make or cause or permit to be made or caused any excavation or opening in or under the surface or pavement of any permit area or to perform any work within the permit area without having first obtained a permit. PERMIT AREA – The area within the right-of-way lines of any village street and any road or highway (typically this is the area from back of sidewalk to the edge of the road).

What does all this mean? – If you want to do any work, such as removing the grass between your sidewalk and curb, you must first contact the DPW at 797-3031.

DEPARTMENT OF PUBLIC WORKS PERMITS

Permit applications must be obtained directly from the DPW office. If the permit requires the applicant to be a licensed plumber, please be prepared to show proof of a valid, current Johnson City Plumbing License and proof of the required insurances.

  • Excavations Permits – $5.00 for the first day plus an additional $1.00 per day for every day of the job length; for all contractors who are digging in the Village Right-Of-Way
  • Street Permit – $5.00 for the first day plus an additional $1.00 per day for every day of the job length for contractors or individuals who are blocking the Village Right-Of-Way for any reason (examples – Dumpster in roadway, barricades, construction equipment on roadway or sidewalks)
  • Sewer Permits – $35.00 for replacing, repairing or installing a new exterior sewer lateral. The applicant must be a plumber licensed in the Village of JC.
  • Storm Water Drainage Work – $25.00 for contractors, or individuals who are doing any type of drainage work on their property that redirects or effects the flow of water. Single dwelling homes must submit a drawing of work being done. Businesses or multi-family homes must submit plans/drawings to the Director of Public Services for approval before any permit is issued.
  • Water Line Permits – $10.00 for replacing, repairing or installing a new exterior water line lateral. The applicant must be a plumber licensed in the Village of JC.

Maintenance of mailboxes is the responsibility of the property owner.

Please, inspect your mailboxes to ensure the posts are in good condition and that the mailboxes are not hanging over the pavement edge.

AFTER HOUR EMERGENCIES

If you have a DPW Emergency and it is after 2:30pm or during a weekend or holiday, please call the Johnson City Police Department at (607) 729-9321. The Police will contact the on-call foreman.
